Asia Pacific Forum on Women, Law and Development (APWLD) is currently inviting WOMEN in all their diversities, including those belonging to minority and marginalised groups from Asia and the Pacific countries with relevant experience and skills to apply as Programme Associate.  

The successful applicants will work with our committed Secretariat and membership to advance women’s human rights, women’s organising power, strengthening cross-movements solidarity and actions, and advocate for Development Justice.

Programme Description & Selection Criteria 

The selected candidate will be part programme(s) where she will work as programme associate. The following programmes are currently looking for a programme associate. Candidates may select one or more programme as their preference in the application form. 

​The Climate Justice programme focuses on ​building capacity of the women most affected by climate change and ​collecting evidence on the impacts faced by communities. Our advocacy aims to ensure climate framework and commitments ​from local to global level to respond to the realities of Asia Pacific women, and institute more gender-just and ecologically principled solutions. The programme conducts Feminist Participatory Action Research (FPAR) with grassroots women’s organisations and their communities,  mobilise cross-movements collaboration to co-create a Feminist Fossil Fuel Free Future, and amplify the voices of women in communities in different climate fora including UN Framework Convention on Climate Change.  

Breaking out of Marginalisation programme focuses on building capacity and movements of the most marginalised grassroots women in the region – Rural, Indigenous, Migrant and Urban Poor women. ​The programme conducts Feminist Participatory Action Research (FPAR) to document rights violations, collectively craft solutions and advocacy strategy for change at local, national, regional and international levels. We work to support rural, indigenous and migrant women to become vocal and effective advocates, enabling them to influence policies and practices that relate to their rights over land, resources, decent work, peace and democratic participation.

Women Interrogating Trade & Corporate Hegemony (WITCH) programme focuses on building the capacity of women’s rights organisations to understand the impact of trade and investments rules on women’s human rights; and increase the power of feminist movements to interrogate and halt the growing power of corporations. The programme works with APWLD members and other social movements to demand spaces and political decisions for trade and investment frameworks that promote, protect and fulfill human rights and promote Development Justice.

Feminist Law and Practice programme focuses on building capacity of women’s rights advocates and organisations to transform discriminatory laws, policies and practices and increase women’s access to justice. The programme recently incorporated urgent response and solidarity support to Women Human Rights Defenders during crisis periods through feminist litigation strategies, trial observations and campaigns.

Grounding the Global (GG) programme monitors the development of regional and international mechanisms and policies to identify strategic advocacy opportunities for APWLD members and partners. It aims to ensure international and regional laws, norms, standards and procedures are both reflective of women’s human rights issues in Asia Pacific and are effectively utilised by women in the region.

 

Selection Criteria

  • Demonstrated commitment to the promotion of women’s human rights in Asia and the Pacific. 
  • In depth understanding and knowledge on political, economic, and socio-cultural environments in the region and its impact on women’s human rights.
  • Two to Three years experience in development work, women’s human rights and/or social movements at the national, regional, or international level.
  • Experience in working with a movement-based organisation such as feminist movements, indigenous peoples, farmers, migrants, workers, fisherfolk, Dalits, LBTQI, or other movements is an asset.
  • A degree in social and political science, law, human rights, development or women’s studies.
  • Experience in participatory training methodologies, research support via desk, legal, qualitative and quantitative research skills, and capacity to analyse and critique economic, social and development policies. Experience in policy analysis is an asset.
  • Strong coordination/teamwork skills both within and across teams. 
  • Project management skills including programme planning, implementation, monitoring and evaluation is an asset;
  • Demonstrated ability to work with a diverse, membership-driven network and its allies.
  • Excellent command of English language, both oral and written; demonstrated ability to write for movements as well as programme reports and project proposals.
  • Good interpersonal skills, with the ability to network in a multicultural environment and to develop strong professional relationships with members and other stakeholders.
  • Proficient computer skills – familiarity in using online shared platforms such as Google Suite and Dropbox is preferred.
  • Must be able to travel overseas as required.

Key Tasks and Responsibilities

The Programme Associate (PA) is an integral part of Programme teams and closely works with the Programme Officers (POs), Programme Organising Committees (POC) members of the programmes as well as other secretariat members.

  • Assist and work closely with Programme Officer(s) to implement, monitor and evaluate programme activities (includes training, documentation, research, consultations, campaigns, advocacy) according to programme’s annual work plan and overall strategic plan. 
  • Provide support to programme organising committee members and partners in engaging with the  programmes that they are part of, that includes maintaining regular and secure communication among network members or partners (including email, video calls, telephone calls, etc.).
  • Provide support to coordinate the participation of members and partners attending programme activities (including logistical, visa, airline booking, finance support during meetings); as well as supporting the coordination with members and partners to strengthen advocacy opportunities in regional and international policy spaces. 
  • Provide administrative and planning support to the Programme Officers including network coordination relevant to its work in engaging international and regional human rights mechanisms; 
  • Provide support in ensuring the thorough and substantive documentation of the programme’s major activities and ensure that summary evaluation feeds into programme  reports.
  • Provide support in facilitating the publication of key knowledge tools and resources that may be led by the programme(s) or outcomes from cross-programme collaboration.
  • Assist the Programme Officers in writing programme narrative and financial reports for members and donors.
  • Performs other duties as required by the Regional/Deputy Regional Coordinator or supervising Programme Officers.

Remuneration & Compensation

Salary range commences at USD 1,000 per month. Other benefits include monthly work from home allowance (130USD), health allowance and insurance; contributions to social security and to the employee provident fund; and 13th month salary. This is a full-time position with a two-year (renewable) contract; and a probationary period of four months applies. Staff will be based and work from her home country.
