Asia Pacific Forum on Women, Law and Development (APWLD) is currently inviting WOMEN in all their diversities, including those belonging to minority and marginalised groups from Asia and the Pacific countries with relevant experience and skills to apply as Programme Officer for the Grounding the Global Programme.

Programme Description & Selection Criteria 

Grounding the Global Programme  is integral in creating, defending, and transforming international and regional policy making spaces to amplify the voices of grassroots women and movements from Asia and the Pacific.  Capacity building and advocacy is one of the core strategies of the programme that monitors the development of regional and international mechanisms and policies and identifies strategic advocacy opportunities for APWLD members and partners that advance women’s human rights, women’s organising power and advocate for Feminist Development Justice.

 

 

Selection Criteria

  • Demonstrated commitment to the promotion of women’s human rights in Asia and the Pacific.
  • In depth understanding and knowledge on political, economic, and socio-cultural environments in the region and its impact on women’s human rights.
  • Minimum five (5) years experience in development work, women’s human rights and/or social movements at the national, regional or international levels.
  • Knowledge and experience in engaging with international human rights, women and development issues in Asia and the Pacific. Experience in policy analysis is an asset.
  • Knowledge and experience in engaging with international human rights and regional mechanisms, including UN Human Rights Council, Treaty Bodies, UN ESCAP, ASEAN, Pacific Island Forum, SAARC, or alternative approaches to regionalism.  Proven experiences of making thematic and/or policy submissions, statements or oral intervention is an asset.
  • A degree in social and political science, law, human rights, development or women’s studies.
  • Experience in working with a movement-based organisation such as feminist movements,  migrants, workers, indigenous peoples, farmers, fisherfolk, Dalits, LBTQI or other movements is an asset.
  • Experience in coordinating cross-movement campaigns, solidarity actions or advocacy is an asset.
  • Experience in research skills, and capacity to analyse and critique economic, social and development policies based on international human rights norms and standards.
  • Strong coordination/teamwork skills both within and across teams.
  • Knowledge of project management such as programme and budget planning, implementation, monitoring and evaluation.
  • Demonstrated ability to work with a diverse, membership-driven network and its allies.
  • Excellent command of English language, both oral and written; demonstrated ability to write for movements as well as programme reports and project proposals.
  • Good interpersonal skills, with the ability to network in a multicultural environment and to develop strong professional relationships with members and other stakeholders.
  • Proficient ICT, writing and editing skills including the ability to coordinate publication work from programme content to production work in various forms and media. Familiarity in using online shared platforms such as Google Suite is preferred.
  • Must be able to travel overseas as required.

 

Key Tasks and Responsibilities

Programme Management:  Ensures the high level programme management coordination to effectively plan, implement, monitor and evaluate programme activities according to the programme’s annual work plan and APWLD’s overall strategic plan. 

  • Overall management of the programme workplan and budget, according to APWLD’s strategic plan, financial policies, and guidelines.
  • Proposes realistic and achievable targets and outputs in the annual work plan as well as in multi-year, five-year strategic plan, and in donor proposals.
  • Provide support to programme organising committee members and partners in engaging with the programme, including through maintaining regular and secure communication among network members or partners (including email, video calls, telephone calls, etc).
  • Develop of concept notes, thematic papers, and submissions, by leading the writing process or by coordinating contributions and ensuring intersectional feminist analysis throughout.
  • Manage and coordinate the participation of members and partners attending programme activities (including logistical, visa, airline booking, finance support during meetings); as well as supporting the coordination with members and partners to strengthen advocacy opportunities in regional and international policy spaces.
  • Ensure the thorough visual, substantive documentation of the programme’s major activities and ensure that summary evaluation feeds into these reports.
  • Facilitate the publication of key knowledge tools and resources that may be led by the GG programme or done in collaboration with other programmes.
  • Ensure that the narrative reports capture the depth of the work and effectively summarise key impacts, in line with APWLD’s Theory of Change.
  • Conducts monitoring and evaluation of Grounding the Global programme activities.
  • Mentor and supervise interns, volunteers, and support staff for programme and staff’s professional development.

Advocacy:  Plans and implements advocacy plans of the programme as guided by APWLDs overall objectives.  Key tasks and responsibilities include:

  • Facilitates the development of common advocacy positions and collaborative activities on key women’s rights issues with members or network partners.
  • Support members to make strategic interventions in regional and international advocacy arenas on women’s human rights and Development Justice.
  • Supports alternative spaces that amplify grassroots women’s realities and voices and accountability through regional and international advocacy spaces.

Network Coordination:  guided by APWLD’ overarching organisational objectives the GG-PO provides leadership or secretariat support to key networks, alliances and coalitions as part of its overall commitment to feminist movement building.

  • Coordinates capacity building activities and networking of members and partners engaging with regional and international mechanisms to advance women’s human rights.
  • Provides coordination support to external networks that APWLD may support and / or lead.
  • Liaises with focal people and organising committees of members engaged with the programme.
  • Maintains regular and secure communication amongst network members or partners (including email, video calls, skype, telephone calls, quarterly bulletins, etc.).

Reporting and Accountability: Ensures accountability to APWLD’s members and donors by complying with the quarterly and annual programme reports and respective financial reporting requirements.  Key tasks and responsibilities include:

  • Write and submit annual and programme reports for members and donor agencies.
  • Work closely with the Finance Team and Grants Manager with the preparation of financial reports and Sub Grants matters  related to her programme.

 

 

Remuneration & Compensation

Salary range commences at USD 1,800 per month. Other benefits include monthly office allowance of 130 USD/Month, health allowance and insurance; contributions to the employee provident fund; and 13th month salary. This is a full-time position with a two-year (renewable) contract; and a probationary period of four months applies. Staff will be based and work from her home country.
