Many States globally and in Asia still interpret their human rights obligations as being applicable only within their own borders. This has led to gaps in human rights protection in various international political processes including: lack of accountability of transnational corporations; the absence of accountability of intergovernmental organizations, in particular international financial institutions; and a failure to apply human rights law to investment and trade rules, policies and disputes. Recent developments in international human rights treaty law, as analyzed in the Maastricht Principles, demonstrate the legal foundations that require states to act on their extra-territorial obligations.
This international conference brings together academia, civil society organizations, UN and government institutions to discuss the implementation, challenges and prospects for extraterritorial obligations globally and in Southeast Asia. The conference will share lessons on the implementation of ETOs in Asia and globally, and explore their role in rights-based national and global governance.
The conference keynote speakers are
• Dr. Sriprapha Petcharamesree, Mahidol University , Thailand, and former Thai representative to the ASEAN Intergovernmental Commission on Human Rights
• Dr. Cephas Lumina, Extra-Ordinary Professor of Human Rights Law, University of Pretoria, and former UN Independent Expert on the effects of foreign debt and other related international financial obligations of States on the full enjoyment of all human rights, particularly economic, social and cultural rights
